Where they work
In the submission and review areas of the event, on one project. They are not employed by the operator — they are the subject-matter authority the programme answers to.
A committee's chair is this same persona, not a senior one above it. Chairing is a fact about the person and belongs in their job title; it opens no screen an ordinary member cannot open, so ema does not model it as a separate role.

What they can do

- See how review is progressing and where it has stalled.
- Take part in the accept, reject, and revise decisions.
What they cannot do
- Score a submission they have a conflict of interest in without declaring it.
- Publish the schedule or run the event — the project lead does that.
